The project was co-funded within the Phare programme. Its main aim was to identify a potential network of business zones, incubators and technology parks in the area of the Inner-karst region (now the Primorsko-notranjska region), in order to enhance regional innovation capacities. The project established a fieldwork for further developments of economic centres in the region, such as the Perspektiva Economic Centre.
